Keep track of all the plugs you remove, scrub galleys with a brush.
Air doesn't get rid of dirt it just moves it.
The bolts you took out of starter are not the right ones.
You might consider a gear drive starter if you plan to keep truck.
And last but not least new piston cooling nozzles right after you put pistons in.

Those friggin starter bolts just need some anti seize. Personally with rifle plugs removed a hot pressure washer
aimed straight in the rifles works well. I just cleaned that 400 C block that way-shiny through the rifles.

Was always impressed with the amount of crap you can find in the oil galleys of some engines. That is why we always removed every one and put a little prick punch next to the hole to remind us there was a plug removed.

The ones that seemed to be the worst were the plugs in the crankshaft! And those could be a bitch to remove. Found a small heating tip right in the center for a few seconds then let cool a bit and most would turn out easy. For the stubborn ones a 3/16 drill down the center then a second hit with the heating tip and most would come out like they were never tightened!

Just back from dropping off Flywheel to Local that will reface it, stopped by carwash cleaned Frt cover, Bell Housing, Front Mount and Starter, Damn Truck would not start as was 16 here last night (7.3 is tired!) used my old Pimpala to haul that much. Better but Not Spotless. Still need to strip plugs from block and ready for similar haul. Did stop by my Barn and plugged in Cantankerous Allis forklift/Farm Tractor, also a Hard Start.

Had one other issue chewing on my brain, obvious when pulled head that 1/5&6 did not ever fire in any of the run time I put on this. NO carbon in upper sleeve regions just oil. So got to digging thru harness and connections and wiring diagrams. NOT certain if is missed Common Ground on Single Plug 6NZ harness or just corrosion or possibly bad connections in existing Two Head harness, does not matter. Just ordered 6NZ style Single plug Engine side and under cover harnesses, less than $600 and NEW, in stock. should be here sometime LONG before engine is back in frame. Eliminates above questionable issues where will only have to blank off Rear Lower Base Valve Cover harness port. P/Ns 202-1060 ECM side, 425-6526 in cover side. Covers needs of Sensors, Injectors and Engine Brake as Only needs, may need to change out SOME sensor plug styles, maybe not.
