I thought this was a wheel weight, but after cutting it off the wheel, it is pretty light. Question is, what is it? What was it used for?

looks like it was or could be used to lift the wheel to move it around, what did it come off of?

It came off of a 70ish 580ck. Take a look at the rear wheel in this picture:

for pulling tape or cable through pipe, lift wheel with stabilizer and put in gear and winds it up like a makeshift winch?

I believe it would be to wind long strands of cable together like a rope. Then what ever they twisted up could be pulled through a conduit in one pull . So they would lay the cables out about a hundred feet . and the tire off the ground spinning would twist it like a hair braid .

Being a rwd tractor could be for hooking a chain to pull your self out half a revolution at a time?
