GS 2668 RT - lifts very slow

Hi everyone. I couldn't seem to find a thread specifically for scissor lifts. Hopefully it is ok here.
I have a 1999 GS 2668 RT scissor lift. I bought from another construction company in town when they upgraded.

It has a new motor and new hydraulic pump. Everything works great, starts and runs awesome, moves and steers very well.

However it lifts very slowly, and when there is more than one person in it, it barely lifts at all.

Has anyone had this same issue? Find a fix?

Sounds like a blown cylinder seals.

I second that. If you can, check flow through the cylinder. If there is no flow, it may be because of a improperly set relief valve. Here is a service manual: http://manuals.gogenielift.com/Parts And Service Manuals/data/Service/Scissors/52302.pdf

Also, make sure your emergency down valve is closed completely.
