The Fiat Allis 14C starter is a common 42MT Delco-Remy starter - rotatable nose, 24V, 11 tooth pinion, CW rotation, sealed "wet" model, which fits a myriad of engines - Cat, Cummins, Detroit Diesel.
While Delco no longer manufacture these starters, the Chinese now produce exact copies by the truckload every day.
There's nothing wrong with the Chinese Delco copies, they're better than a used starter, and they're available from many suppliers, including eBay, Rareelectrical and even Walmart.

There used to be a Canadian company named RCP Inc that manufactured copies of Delco starters. However, in Sept 2012, RCP Inc merged with Florida-based WAIGlobal, who now source starters from all over, mostly China and Taiwan. WAIGlobal can supply a variety of Delco designs. As indicated, WAIGlobal are a global operation, they also operate out of Ontario.
Here's a list of suitable new replacement starters (and alternator) for the Fiat-Allis 14C from WAIGlobal. The later Delco design is a 39MT which replaces the obsolete 42MT, but the 39MT does not have a rotatable nose.
