Had a similar issue on a customers 379... It turned out to be rotten connectors on the breakers (on that truck) fuses on yours, they would pass enough current to light up a test light, but not enough to actually work. Took me a while to figure it out.
Its been mentioned too, and I'll second that cummins genuine ECMs, harness or harness sections are not that painful to your wallet in my opinion.
Just sharing my experience.
