Forgot to post an update. The loader is fixed it ended up being a faulty ECM and the transmission speed sensor. Replaced them and all is good! It was nice that the smaller loader ecms came pre-programmed.

Hi, where is the ecm located? Have a similaire problem. I only get about 20km/h both on flat ground and downhill.

Fixin' junk.
It may also be worth noting that an ECM failure is almost always the end of a troubleshooting tree in electrical diagnostics; they are expensive and non-refundable. I would suggest making darn sure the ECM is faulty before condemning it. Good luck!
