Case 450 crawler 188 engine, no power

My older crawler is suffering power loss, surges and vibrates at higher speeds

starts ok, white smoke, when pushing just no push! I cleaned out fuel tank 2 years ago. lightly used over last years. Rebuilt torque converter, rebuilt injector pump.
Going to change fuel filters? Any suggestions?

Change fuel filters check to see if you got a good flow of fuel coming out of the sediment bowl

Ordered the filters, drained water out. will replace and check flow. I steamed cleaned the tank and then soaked in evaporust.
