That's one awesome old truck, but I'll bet it rides a bit on the rough side by today's standards. Looks like it's toting a trailer from a preloader?

good chance its to cool the break drums with water when coming down a grade. thats usualy what they are for

The front one is for the amount of water for truck brakes, the back which you can barely see is the amount of water for the trailer . The large ball valve between the two is the one that lets the water up to the other valves. It is the one that you turn on and off after you set the amount you want to go the truck and trailer. There is also another gate valve you can not see that blows out the water lines with air . You use it if you have to stop, when running water so you do not break a brake drum .The water is held in the water tank behind the truck and has about 8 to 10 lbs of air in it to push the water though the system.
