ZX290-5N no throttle response

Hi everyone I have a ZX290-5N with no throttle response I replaced control panel with control dial in all one unit and still no throttle response checked all wiring all seems good check voltage at dial only have 2.4 volts where I should have 5 volts.
it dose not use a cable and stepper motor. Is there a relearn procedure after installing new dial control panel I called dealer and was told its plug and play
