Translation of an Allisson tranny specs.

I am looking at an L-8000 with an Allison tranny. On the build sheet is the following," Transmission, Automatic, Allison, MT-653 w/3rd gear hold, 5 Spd, 1.0, 16,640".

Can anyone exolain what "w/3rd gear hold" means and also "1.0, 16,640"?

I'm new to the forum but I have been well received and I thank all of you.
