Toyota 6 series steering problem

I have a Toyota 6FGCU25. Whenever I turn the steering wheel without giving it any throttle the engine stalls. I’m thinking it’s the steering valve but I don’t want to dump the money into replacing it if that’s not the problem. Any ideas?

It’s the Propane Toyota 4Y engine if that helps.

Idle speed too low maybe?

It seems to me there is a hydraulic accumulator in the steer system to help out in those situations. Normally a warning buzzer goes off when the pressure in it gets low. Any unexplained buzzers going off around you?
