unless somebody else has a better answer, post a picture of your fuel injection pump, maybe we'll know it when we see it?

Pinch the rubber RETURN LINE with a pair of vise grips.& see if the pressure comes up to about 25 psi.. then run it..
U can adj the jaws on vise grips to get that pressure..
