Super 301 '74 Caliper

recently purchased an older 1974 Super 301 from a local town in New York. Ive been having trouble with the service brake caliper disengaging so I replaced the seals and cleaned out.

I noticed that when the machine is running the brake has fluid going to it even when the brake isnt being pressed down. when it is pressed the flow is significantly more.

Is the foot petal bad? I think the brake is constantly on
