Sumitomo sh65 engine surge

My Sumitomo sh65u has a 4cyl. Isuzu engine. There's a electric step motor on one end of block with 4 individual pumps. There is a cable control going from the other end of block via a push pull cable to a controller that's fed hydraulic pressure (from what i can see). The problem is the engine starts an agressive surging and this hydraulic cable set up is pushing and pulling constantly. I've tried to damp it by putting weight on it by hand but it pushes me away. The fix is to jam grapple hard into ground and shake the **** out of machine (found by accident) or stop and let it sit for awhile.
