S130 Traction lock won’t work on slopes

I have a 2014 Bobcat skid-steer and the traction lock won’t stay put (skips over disk) whenever its on a slope, eventually it engages when its on level ground.
I checked the block and it has minimal wear to it, I checked the disk that the block is supposed to stop with and it did show some sign of wear, the solenoid is working fine with two different ones being tested, we checked if it was installed properly and it was… is it common for the disk to wear out before the block or am I missing something?
