practically there is a rule that if the excavator is enabled and set up for lifting it must be registered as a crane and therefore is subject to periodic checks and revisions, going back to the topic I believe that kobelco has also adopted a similar solution, it has created a hybrid excavator that can be used both for digging and as a pipe positioner I just can't find it on the net, I think it also had a bulldozer-type front stabilizer blade.
