low voltage to fuel solenoid on 580L series 2

I have a 1998 case 580L series 2 that I am having a problem with the fuel solenoid on. I am only getting about 8 volts to the solenoid on the wire that supplies current to pull the
pump open . The hold circuit is fine . Anybody have any ideas? No obvious poor grounds or bad connections found

This is the best way to find a bad connection. You need to check both the feed and ground using this method.
