Loader-backhoe parking brake not functioning

Recently acquired an '88 Ford 450 loader-backhoe. This is first piece of heavy equipment where the maintenance is up to me. The parking/emergency brake does not function. I dismantled the thing, cleaned it and got a good look at how it works. It's a very simple combination of lever action used to transfer force to steel cables which engage the brakes. THere are two cables, one going to the brake on each side. The right side cable is rusted and siezed up, which also prevents left side cable from engaging all the way.
Any way to get this cable loose? It's stranded cable in a steel sleeve. If I can't get this siezed cable fixed, it looks fairly easy to replace, but I have no idea where to find a part like this.
Any advice on fixing the existing siezed cable, or where to look for a replacement would be greatly appreciated.

My first post here. Did a search for some of the relevant terms here and didn't come up with anything, forgive me if I missed a thread on this subject. This seems like a great forum, looking forward to learning and hopefully contributing!

I've freed a few seized cables out of necessity it can be challenging. Soak the heck out of it with penetrating fluid if necessary take it off and put one end in a vice so you can get a good pull on it to hopefully get it to move. I can't help with where parts may be located .
