Hello I currently have a

Lincoln Power Arc 4000 8hp gas welder. I'm trying to get it to operate correctly, it's kinda a mess but I appreciate any help, i put a new carburetor on it, and when I got it, it was kinda in pieces, could someone help me figure out what I'm missing now, i have the fascia that goes over the carburetor that had the choke on it, but what am i missing in the circled section.
