L45b loader circuit board output voltages

Anyone here have any knowledge on L45b output voltage from circuit board to fuel shut off solenoid ? :bash

Feed to shut down Solenoid should come out of connector X108 (on circuit board) pin 9 through connector X22(off main harness) pin 4 and onto the solenoid connector Y6. Earlier machines were fed directly via fuse 25 and later were fed through the ignition switch via fuse 23. Should be battery voltage.

pin 9 with key on has 4.5 volts could it be a load sensing circuit? and the solenoid is just cooked ? 15.4 ohms R at solenoid
