Kubota kx61-2 overreving and slow and unpowerfull swing

Greetings
Has anyone had a problem with the kubota that the throttle is added by itself and when the excavator digs, the rpm is reduced by half
and I have a problem with the swing, it turns too slowly
Does anyone have a service manual?

There are governor weights in the engines of them kubota especially v1505 that cause that exact problem.The pin holes in the weights wear.
