Not that it really matters but I am curious-

There is the normal seat belts then on both sides there is another strap like a seat belt that has a snap type end on it.

The design of the snaps-although much smaller- are about like a lead rope for a horse that has a "bull snap" or " quick release " end.

What are these belts for?
