JLG 600s won’t drive in rabbit or turtle, when you put it in high torque, it rolls but then it stops itself in a few feet.

JLG 600s. Has all functions except drive. When you put it in high torque it will start to roll and then stop itself, almost like the brakes engage. Will not drive in rabbit or turtle. It is 4wd 2ws. Customer bought at auction with current issue. Has new control handle, pump, pilot pressure valve solenoids. All drive motors checked and not bypassing. Seems like an electrical issue to me. Any thoughts? Also, where is the level sensor on these? Cannot find typical level sensor attached to frame. Internal in control module maybe?
