JLG 45E will not go into high speed drive

I have a 45E JLG, serial 032203, that will not go into high speed drive. I have checked the limit switches on the booms and they are good. Have studied the electrical diagram and cannot make heads or tails on it. I suspect a chaffed cable in the boom but there may be a different issue. Any thoughts on how to proceed?
