what should the vac range be for the speed sensor (mounted on hydraulic pump)?

Unfortunately, there is no published specification for that sensor in the Deere manuals. Maybe one of the guys with access to the Hitachi equivalent manuals has that spec.

im getting a steady 1vac with engine speed changes. Changed out speed sensor with a new one and got the same results. any ideas on how that could happen?

Measure the sensor using the Hertz measurement, not AC voltage. See what you get with the rpm change.
