I figured it out!! It was the clutch regulating valve like I was thinking. When I pulled it apart the first time it was a pain to get it out of the valve body. I noticed a burr on the piston that I filed and sanded away to perfection. But as I suspected there is a burr left behind in the valve body where I cant see or reach. After taking the piston out many times, today just by chance I got it in past the burr and it seats fully giving me clutch engagement. I know that the valve body still has a burr though. So what im going to do is order a new clutch piston. Take the old one and weld a rod to the bottom so I can chuck it up in a drill. I'll use lapping compound to try and take the burr down inside the valve body. When im done ill install the new piston and it should be good! What a relief it is to get this figured out!
