JCB 4CX BACKHOE TRANSMISSION

I have a JCB Backhoe 4cx 2009 model, with transmission problem, the transmission works well with the first and second gear but as soon as the gear shifts to 3 or 4, it gets stuck. and when the interlock relay is removed, 3rd and 4th gear the machine moves but with very low power.

Transmission has been overhauled, Oil filter, Transmission Filter, Transmission oil have been changed, and replaced complete control valve, gear lever and relay harness.

Any idea on what might be causing this?
