Hitachi EX220-3 won’t turn

Hey y’all this ex220 travels forward and backwards as good as it should in all 3 speeds as long as you go straight but when you try to turn the should be locked track coast along.If you try to run one track forward and one backwards they both stop I also lifted one track with the bucket and when you try to move the one on the ground the one in the air starts rolling does this with both tracks and directions.

Rotary manifold needs a reseal .The seals are blown between the forward and also the reverse passages.
With track in the air ,the oil finds the path of least resistance and spins the airborne track.
