GRADALL 534D-9-45 travel speed

Got a GRADALL 534D-9-45 and in 2WD it should travel @ 18mph and in 4WD it should travel @ 6mph, it only travels at 6mph I thought maybe it was stuck in 4WD but I have verified its differently now in 4WD, any ideas what I should look for.

I have also checked to make sure the break was in in (INCH MODE).
