Genie S60 1995 Ford LRG425I start problems

Genie S60 Ford LRG 425 I starter unreliable. suspect start module. Get starter input #3, starter drops out, starter output #1 light goes out. Installed new start module, no help. What is the function of the start module? Sometimes starter will hit for a second or two then drop out. Sometimes nothing happens. Once in a while, it starts

Funky grounds somewhere? not familiar with the machine or engine just throwing stuff out there based on symptom. pic or diagram might help

Ignition start module terminals 1-10
1= Output to starter relay enable (CR1 terminal 86)
2= Input, Tach signal input (this is read in Hertz, signal is produced by the alternator)
3= Input, Start Toggle switch
4= Input, Aux pump toggle switch (power on this terminal will cut power to terminal 9)
5= Ground (should have less than 1Ω to battery negative)
6= Input, Battery voltage (from CB1)
7= Input, Battery voltage (key switch power, TB23)
8= blank
9= Output to Ignition relay (CR2 terminal 86)
10= Input, Fault detection (will receive a ground from oil pressure and/or coolant temp sensor. circuit is ignored for 5 seconds after starting engine)

*Note: Power inputs must remain above 10.5vdc while cranking engine
