Ford 4500 cover question

hey gang, before i hear it...i have tried to search.maybe i used the wrong words but no luck.

i'm looking to remove the covers where the ignition and diesel cutoff are. How do they come off or apart?it seems to be an upper piece where the steering shaft goes into and the lower half where the key and cutoff is.
saying thanks ahead of time.

No good news here. It's all one piece , all the way up. remove the steering wheel, then remove two nuts in front of steering column from the bottom, then three
more nuts,at the edge where the hood fits
