Can you post a photo..? Are the tyres tubeless..?

If they're the type I'm thinking about they are pretty standard on all large-ish rims and I would say they are perfectly safe if properly installed. If the tyre deflates and the operator carries on working the lock ring can become detached from the rim, as in it falls off rather than gets blown off. The lock ring is only held in place by the air pressure in the tyre.
