D7E-48A won’t start

Having some issues with a D7E that won’t start. It just died one day and wouldn’t restart. We found the governor shaft broke the ears at the injection pump. So we removed the governor and changed the shaft. Reinstalled lining up the timing marks and injection pump can only go one one way. Now we have good fuel at the injectors but still no start. I had the valve covers off to check valve and have found there is lots of blow by. Any suggestions one which way to go next is it low compression or just still a fuel issue. Thanks

Was it the governor problem that stopped the motor ? If it was and nothing else has changed the diesel it turning up at the wrong time . Is the valve lifter engaged , presupposing its a converted motor to direct electric .
