Clark lift wont move

I have a clark c5oo-50 serial 355-207-5121. After sitting for about a year with a leaking steering cylinder most of the hydraulic fluid leaked out. I finally had the cylinder fixed. I put in new fluid , the mast and the steering work fine , but the transmission doesnt want to engage. It will creep slightly in reverse. Any suggestions out there?
