Chromed rods which steel?

Hello
does anyone know the type of steel used in the chromed rods of the hydraulic cylinders of a 1990 Jcb 3xc/1400b backhoe loader? Can the C45 fit? Or is a hardened steel better?
I have to change my scratched rod.
