CAT259: engine good but movement sluggish

Greetings. My Cat259 track loader was idle for a couple months. Engine fired right up, but hydrostatic drive and hydraulics are sluggish. Can barely make it up a hill or turn. Bucket lift hydraulics sluggish and they "chatter" when they move. Replacement of hydraulic filter did not help. Any clues? Thanks!

Sounds like it may be low on fluid? If the fluid is milky it may have gotten water in the system and froze too.
