I have a '97 TH103 3PN00534 with what appears to me to be the same system. My brakes work very well to stop the machine. My issue is that they seem to be applied somewhat anytime the engine is running. This is without touching the pedal and the braking is significant enough that it takes significant throttle to overcome, especially in reverse. It's not much different than driving with the parking brake on except that it goes away when the engine is turned off. With the engine off the machine will coast down a slight grade.

The pedal linkage seems to be adjusted properly with a little play before it starts pushing the master cylinder.

I am wondering if the booster is failing in a manner where it is constantly supplying some significant pressure to the brakes any time the engine is providing hydraulic pressure? This booster is made by Lucas. Is this a known failure mode?
