CAT TH255C Throttle issues

Good afternoon,
I have a CAT TH255C Telehandler that is having throttle issues. I go to turn it on and first it throws code 91:4 then after turning on it idles up to 1600RPM and the throttle pedal is unresponsive. Is there anyone that has an electrical schematic or has anyone had this happen to them in the past? Just need some ideas on where to begin
