Cat D4E Steering Clutch issue

Hi, I am about to look at this dozer for a friend that has lost steering. Its back country so not easy to get to.
It has a leak and lost a lot of fluid but has been sitting for over 12 months but he tells me the level was ok when it stopped.
I want to change the filter and check the screen but not 100% sure where to access the filter etc
Is it through the top by the spool valve?
Its a manual transmission.
Any help or photo would be appreciated.
