Cat 426 series 11 Transmission won't move

I have a 1992 Cat 426 Backhoe Series ll 7BC - 04514. Transmission 6Y-2598. It won't move in forward or reverse. Oil level is good, I changed the oil and filter, and checked the screen, it was clean with no debris. Checked transmission oil pressure was 120 psi forward and zero in reverse. The tractor will not move forward with 120 lbs. of pressure, but the bucket and backhoe work fine. Any suggestions of things to try before pulling the transmission would be appreciated.
