Cat 416B hydraulic pressure problem

Backhoe loader went from having full hydraulic activation at idle to none or very little at idle. This occurred seemingly over night. To get full response from hydraulics now the machine has to be revved up. The machine had been borrowed working fine and was returned with the problem. I noticed a quick connect fitting on the compensator valve on the pump. Is this where a pressure test can be done? Can the compensator valve be the culprit?
