Cat 315 A L heat not working.

I have a 1995 315 A L and I can't get the heat to turn on. If I jump the fan motor relays the fan motor turns on. I have no power to the 2 fuses in the harness that plugs into the control panel behind the seat and no power into any of the pins that plug into that control panel. Does anyone have any ideas where to go from here?
