Cat 259d Temperature seems high

2016 259d FTL06968.. Temp sometimes reaches 208-209 when at full throttle even when not under much load and cool outside temps, when i drop throttle down a bit cools back down , fan is running but seems slow to me..any ideas ? Have cleaned radiator.. it does it intermittently

Max coolant temperature should run in the 185-195 range.
Did you remove the radiator assembly to clean it.? If not you really should do.
Get hold of a phototach and check the fan speed would be the next suggestion.
