Cat 135h motor grader bluish white smoke

got a cat grader 135h serial 3yk00148 with 3116 engine #98z17710 and its got a hard start and quite a bit of bluish white smoke.
could it be the injectors?
any one can help with the injector timing dimension? the specs from the valve cover plate are not visible.
