Case 580K brake issue

Hey everyone. I have an early model 580k (phase 1) with the brakes on the passenger side brakes sticking/grabbing very bad. The right brake pedal is also very stiff. It has about 1” of travel and it stops where the left pedal has the 3” of travel before you start feeling pressure as the service manual calls for. I have rebuilt both master cylinder’s to no avail. Bled the line’s multiple times and still have an issue with the right side brake pedal. There is a short 12” section of rubber line that connects to the actuator on transaxle that’s been replaced that I’ve seen this be the issues on vehicles before. I realized after installing the master cylinders that were installed opposite sides from original position and still have the same issue so I feel like it rules out a cylinder problem. After lifting the rear wheels I couldn’t turn the passenger tire by hand until loosening the nut on the brake actuator some. I don’t think it has ever been adjusted in the past from factory. Now that it’s loosened up some I still have the stiff pedal issue. Does anyone have a suggestion of what what may be the culprit? Thanks for any advice.
