Ok, I removed the shuttle valve to clean and inspect. I am going to rebuild the solenoid(the wires were cut off flush with the housing). The end plate has three notches and the one more notch. According to the picture where would the neutral setting be? Does the sender ball fit into the elongated slot or in the center of the three other dimples. https://www.heavyequipmentforums.com/attachment.php?attachmentid=87491&d=1327112698

With the shuttle spool in the housing, install the linkage lever on the solenoid side, use some p jelly to hold the washer plate indicator on the safety switch side, the spring and ball will go with to the middle of the three detents, the single detent should be at the top. When installing the end cap, the switch is at the top. Hope this help you.
