Case 1845C- fuel timing relay

We have a Case 1845C. What does the fuel timing relay do for the machine?
When checking the relays I found that our is bypass with a jumper wire.
Not sure of its job? Maybe went bad and was jumper-ed out at one time?
Should I order a replacement and reinstall or leave it.
