Brake issue on a lull 644 TT -34 highlander2

Would someone know why when I push my brake pedal on the brake pedal doesn't come back up unless you pull it. It's a 1980 machine. I put a new hydro vac on it also. Any info would be greatly appreciated. Thanks Rob!

I don't know specifically about a Lull, but every other master cylinder I've ever seen has springs inside the cylinder, and usually a spring on the pedal.

Either the spring is broken, or the bore is rusted, or the cups are swollen, possibly from using oil instead of brake fluid, or vice versa.
