Big crane

Was stopped at temporary red light today and to the right front of me was a Liebherr LR1280 crawler crane with a big stack of counterweights on it. Not sure if they're using it for an overpass going in or for a raised section of the LRT extension but it was big. On machinery trader I saw a 2006 model that was inoperable and selling for parts. Curious what would make it inoperable other than if it was tipped over or something?

I'd bet it's just a way or getting rid of it with no liability. worth repairing, unless it requires being signed off on by the manufacturer, and they'd rather sell a new one than re certify the old ones.
