BD2G steering problem

My little db2g has intermittent steering issues as well. Works fine when it’s cold but when it warms up on side stops.
I found that all my hydraulic oil was milky though. Could that cause it? Watered down from something cause it to be less vicious
Also, Is the hydraulic cooler built into the radiator of the engine coolant?
